Prohibited Telecommunications Infrastructure
Overview
Under DFARS 252.204-7018, federal contractors and grant recipients—including university researchers—are prohibited from using or acquiring telecommunications equipment or services from Huawei, ZTE, or any affiliated entities. The U.S. Federal Government has determined these companies' technology are threats to national security.
This requirement includes any system where such technology is a substantial or essential component or is used in support of critical missions. Compliance is mandatory for all federally funded research and procurement activities.
What You Should Do:
- Audit your equipment: Ensure no Huawei or related tech is used in your lab or research systems.
- Consult IT and Compliance: Work with the University of Utah’s Research Security Office and Governance, Risk, and Compliance teams to verify your systems.
- Report Concerns: If you suspect prohibited tech is in use, report it to the Research Security Office.
