Michael provides visionary leadership, expertise, and execution guidance to ensure the integrity and security of the university’s research data and activities, in alignment with National Security Presidential Memorandum 33 (NSPM-33), International Traffic in Arms / Export Administration Regulations and various other regulations and contractual requirements. Michael works in close coordination with the Office of Research Information Systems, Office of Research Integrity and Compliance, Information Security Office, Office of Sponsored Projects, Office of General Counsel, and other critical university stake holders to collaborate and interact with faculty, staff, and students in support of the university’s ongoing commitment to ensure the safeguarding of federally funded research, supporting both open and protected research efforts.

Douglas Wawrzynski, J.D.

Douglas Wawrzynski is an experienced Export Control Manager with a strong legal foundation and a deep understanding of federal compliance frameworks governing international research and technology transfer. At the University of Utah, he plays a pivotal role in ensuring institutional adherence to U.S. export control regulations, including EAR, ITAR, and OFAC. With a focus on risk mitigation and regulatory alignment, Mr. Wawrzynski collaborates with faculty, researchers, and administrative units to assess export risks, implement control strategies, and support global research initiatives while safeguarding national security interests. His expertise bridges legal insight and operational execution, making him a trusted advisor in the university’s research compliance ecosystem.

Harley is a research compliance professional with over 7 years of experience supporting clinical, academic, and federally regulated research at the University of Utah. She holds a Master of Legal Studies and works in the Research Security Office reviewing disclosures and assessing compliance risks.
